Multiple Approvers with 3 Conditions

I'm trying to figure out the best way to do a multiple approver conditional approval process.  3 Approvers will always approve the document, but if dropdown value is 1M or above, the 3 approvers approve and then additional 2 approvers and if dropdown value is 2M then the 3 approvers approve and 2 additional approvers approve.  Currently I've created variables for my approvers and also the value of the dropdown.  I've put each approver in Scopes (creates an approval, sends an email to initiator, and then updates the library metadata).  Should I use an If or Switch and do I need to repeat the 3 main approvers for each If or Switch action?

    I would create three string variables.  One for the three base approvers, One for the two additional for 1M to 2M, and one for above 2M.

    Then just test the value.  If less than 1M use the first variable.  If more than 2 M concatenate the first and third variable, otherwise concatenate the 1st and 2nd variable.  Use the result of that as the semicolon delimited approvers list.  Here's is what the values of the three variables would look like

    1 = "user1@domain.com; user2@domain.com; User3@domain.com;"
    2 = "user5@domain.com; user6@domain.com"
    3 = "user7@domain.com; user8@domain.com"
