Hello, I'm using SQL Server to make an APP and I created a column type varbinary (max) to store these files, this worked.
But I would also like to be able to download this file that was saved using of a download button, would this be possible?

Do you want to download the file stored within the varbinary(max) field of your SQL Table from your app?
If you want to download the file stored within the varbinary(max) field of your SQL Table from your app using Download() function, I afraid that there is no way to achieve your needs in PowerApps currently.
The argument of the Download() function is required to provide a valid URL Address in web, it could not be used to download a file from a SQL Table.
