Currently, PowerApps only works for Internal users. MS is working on expanding it to work for external users also, but that's not available yet. In terms of Security, that's also something that PowerApps doesn't handle When you share an app you can either let the person edit the app or just run it, but that is all the security that PowerApps does. Instead PowerApps depends on the security in the back end data source. Whatever permissions the user has to PowerBI reports in general will determine the permissions they have looking at PowerBI reports through a Power App.
As long as the internal user can run the PowerBI report in PowerBI then they should also be able to run it in the PowerApp if you share the app with them. The security is handled by PowerBi and the addition of PowerApps doesn't change that.
