Slightly confused by PowerApps and Portals

I wanted to use PowerApps to build a kind of membership app but was aware that it would not be usable by external guests. The External Portals came along a few months ago and I thought this resolves the issue of external users being able to use your apps. But the more I research into it External Portals seems to be just a website based portal with login to allow data to be exposed to external users.

Have I misunderstood what External Portals are, I want users who are not associated with the company i work for to download and access apps I create with PowerApps.

All advise is appreciated.

The portal allows users outside their organizations to sign in with a wide variety of identities, create and view data in Common Data Service, or even browse content anonymously.
